Stakeholders in Australia’s vocational education and training (VET) sector have strongly endorsed the Australian Government’s deregulation agenda and the national regulator’s implementation of initiatives aimed at slashing red tape.
The Minister for Vocational Education and Skills, the Hon Luke Hartsuyker MP said that a recent survey by the Australian Skills Quality Authority showed that 74 per cent of industry stakeholders agreed or strongly agreed that VET regulatory reforms implemented in 2014 had reduced the regulatory burden on the sector.
“One of the government’s key election commitments was to reduce red tape,” Mr Hartsuyker said.
“We have done that in the VET sector and the feedback received through this survey shows that training providers and industry stakeholders are reaping the benefits.”
The Government has introduced a range of deregulation initiatives in the VET sector including:
- a delegated regulatory authority to reward high-performing RTOs
- automatic updating of equivalent training package qualification without the need to apply to the Australian Skills Quality Authority (ASQA) and pay a fee
- a freeze in fees and charges, and
- enhanced guidance and information on how to comply with the required Standards.
The survey also showed increasing satisfaction with the role the national regulator was playing in promoting and encouraging continuous improvement of registered training organisation (RTOs).
Mr Hartsuyker said the survey also revealed that 82 per cent of training providers and course owners rated ASQA’s promotion and encouragement of continuous improvement in the sector as good or excellent, up 12 per cent from 2013/14 (70.1 per cent). Close to 80 per cent of respondents (79.4) rated ASQA’s efforts to improve the quality of VET outcomes as good or excellent, up from 67.6 per cent last year.
Training providers and course owners also endorsed ASQA’s implementation of the new National Standards this year. When asked to rate the accuracy of information provided about the new Standards, 87 per cent of training providers answered good or excellent while 86 per cent rated the timeliness of ASQA’s advice about the new Standards as good or excellent.
“ASQA’s efforts in providing enhanced information and guidance about the new Standards is already paying dividends. The Government remains committed to reducing red tape, and ensuring quality training is of foremost priority,” Mr Hartsuyker said.
